A transfer is an administrative event, but it can also signal a major change in transportation, housing, relationships, routines, or access to support. Treating it only as enrollment paperwork can hide the exact conditions that make attendance harder.

A 2026 National Center for Homeless Education brief reported that students who changed schools one or more times were four times as likely to be chronically absent. That is not a verdict about any individual student. It is a strong reason to respond earlier.
